Complete Summative ELPAC During the Annual Statewide Window
A student-by-domain completion process for every enrolled English learner assigned the general ELP assessment.
In Plain Language: Administer all required Summative ELPAC domains during the statewide window, monitor transfers and eligibility changes, resolve incidents, and reconcile completion before May 31.
Why this matters
Results measure progress toward English proficiency and contribute to instruction and reclassification. A single roster mismatch can leave an eligible pupil untested or cause an ineligible administration.
Primary ownership
Primary owner: LEA ELPAC coordinator. Handoff partners: CALPADS/EL staff, sites, trained examiners, special education, attendance, technology, and family communications.
Operational workflow
- 1. Build the eligible roster and verify general/alternate assignment and accessibility.
- 2. Schedule trained examiners, rooms/devices, K–2 materials, notices, and make-up capacity.
- 3. Monitor completion by student and domain; route each exception to a named owner.
- 4. Use STAIRS/current manuals for incidents and approved dispositions.
- 5. Before May 31, reconcile CALPADS, TOMS, enrollment, ELAS, exemptions, incidents, and final completion.
