Provide the Parent a Copy of the IEP at No Cost

In Plain Language: Give the parent a complete copy of the IEP at no charge. The copy should reflect the actual offer, agreements, disagreements, services, dates, goals, placement, and attachments—not an incomplete draft or attendance page.

Why this matters

Parents cannot understand, consent, monitor, or challenge a program they do not possess. A portal does not help if access fails or the parent requested paper or another accessible format.

Joint ownership

Owner: case manager/IEP facilitator. Partners: records staff, interpreter/translator, electronic-signature/portal support, and administrator.

Operational workflow

  1. 1. Before closing the meeting, verify that all pages, notes, service grids, goals, offers, attachments, and required notices are complete.
  2. 2. Ask the parent's preferred secure format and language/access needs; do not charge copying or portal fees.
  3. 3. Deliver at the meeting when possible or promptly through the agreed secure method; confirm access rather than relying on an automated email.
  4. 4. Document the exact version, date, method, recipient, and any translation follow-up.
