  • Fiscal & Budget
  • Governance & Board Approval
Date(s)County action by September 15, 2026; district response by October 8, 2026; county action on revised budget by November 8, 2026; review committee report by November 30
Applies toSchool districts whose adopted budget the county superintendent conditionally approves or disapproves

In Plain Language: The county superintendent must approve, conditionally approve, or disapprove each district's adopted budget by September 15. If the county does not approve it, the board must review the county's written recommendations at a regular public meeting and respond by October 8, including any budget revisions. The county then approves or disapproves the revised budget by November 8, and a budget review committee may follow.

Why this matters

Each step has a statutory deadline, and the consequences escalate: a disapproved revised budget can lead to a review committee, a county-imposed fiscal plan by December 31, and loss of local control over spending decisions.

Joint ownership

District: superintendent, chief business official, and the board. County office: issues recommendations, acts on the revised budget, and calls the review committee. State: the State Superintendent is notified of disapprovals by November 8.

From a county recommendation letter to an approved revised budget: the SDLA ITO workflow

A disapproval response turns the county's written recommendations into a revised, defensible budget. This SDLA ITO (Input, Transformation, Output) graphic shows how the inputs become the outputs in 9 steps.

SDLA ITO: 9 steps. Input: read the county letter; pull the adopted budget and MYP; check the board calendar. Transformation: analyze each recommendation; revise the budget; board review and response. Output: written response to the county; revised budget filing; review-committee readiness.
Read down each column, then move to the next: Input identifies what to collect; Transformation covers analyze each recommendation; revise the budget; board review and response; Output delivers written response to the county; revised budget filing; review-committee readiness. Respond by October 8, 2026; the county acts by November 8, 2026.
