In Plain Language: Submit the required enrollment, demographic, ADA, and other estimates online; when state funding is requested, complete the wet-signature certification chain and deliver the signed PDF by July 31.

Why this matters

PENSEC estimates can affect special advance, EPA, and federal allocations. Online entry alone may not complete the state-funding certification.

Primary owner: charter business/data lead. Partners: charter administrator, authorizer, COE or SBE oversight, enrollment, attendance, fiscal, and CDE Charter Special Advance staff.

Operational workflow

  1. 1. Confirm eligibility and state/combined versus federal-only pathway.
  2. 2. Develop supportable enrollment, demographic, ADA, and funding estimates.
  3. 3. Enter and validate online data.
  4. 4. Route the printed certification for all required wet signatures when applicable.
  5. 5. Email the complete signed PDF/report by July 31 and retain receipt.
