  • LCRS school literacy plan and implementation controls explains cohort eligibility, goals/actions/metrics, coach deployment, multilingual/family strategies and the cohort-specific salary restriction.
  • The September 2026 amendments and award cohort govern interim/final dates. Keep annual collections separate from those statutory reports and identify the data period and applicable site roster.

In Plain Language: Prepare and submit the CDE LCRS annual report with the applicable site, expenditure, implementation and literacy-outcome data.

Why this matters

A fiscal total alone does not describe how funded literacy services were implemented or what the available pupil evidence shows.

Primary ownership

Literacy-program lead and grant accountant, with site/data owners

Required distinctions and controls

  • CDE identifies annual reports due September 30. Use the current reporting template and identify the program year and cohort accurately.
  • Keep this annual collection separate from cohort-specific interim/final reports and the 2026 extension opt-out decision.
  • Reconcile funded schoolsite identifiers and amounts to the grant ledger, literacy plan and data definitions. Record missing or noncomparable outcomes rather than inventing improvement.

Recommended LEA workflow

  1. Confirm the reporting year, funded sites, cohort and current CDE report instructions.
  2. Collect site literacy-plan implementation, staff/services, expenditure and available assessment evidence.
  3. Reconcile the site-level detail to fiscal totals and resolve cross-cohort or cross-year duplication.
  4. Have literacy, data and fiscal owners review the completed report.
  5. Submit by September 30 and retain the certified report, confirmation and any required corrections.

Evidence to retain

  • Current reporting template/instructions
  • Funded-site/cohort roster
  • Grant ledger reconciliation
  • Implementation and outcome evidence
  • Final report and receipt
