Respond in Writing to Comments from Applicable LCAP Advisory Committees
An implementation guide for receiving formal committee comments, assigning an accountable response, distinguishing responses from other public-input processes, documenting the plan’s impact, and completing the record before adoption.
In Plain Language: Presenting the LCAP to a committee is not the end of the control. The district superintendent or county superintendent must respond in writing to comments received from the Parent Advisory Committee (PAC), the English Learner Parent Advisory Committee when required, and the Student Advisory Committee when that is the LEA's selected model. The response should make the disposition and effect of each comment understandable before adoption.
Why this matters
An acknowledgment such as “thank you for your input” does not show that the comment was understood, analyzed, and resolved. Missing or generic responses weaken accountability, obscure whether feedback changed the plan, and make it difficult to prove the required committee process occurred before adoption.
Joint ownership
Accountable respondent: district superintendent or county superintendent. Process owner: LCAP coordinator. Subject-matter owners: program, fiscal, data, special education, multilingual education, and student-services staff. Record owners: committee liaison and governing-board clerk.
Which comments require the formal written-response control?

Written-response workflow

Response quality controls
- Use the committee's actual comment; do not recast it into an easier question.
- Answer each distinct issue when one submission contains multiple recommendations.
- Use plain language and define technical or fiscal terms.
- Identify the relevant evidence and constraints without disclosing protected pupil or personnel information.
- State whether the plan changed, where it changed, and who owns any promised follow-up.
- Do not promise an action, expenditure, or timeline that is absent from the controlled plan and operating record.
- Provide translated or accessible responses needed for meaningful committee participation.
- Complete and deliver responses early enough to inform the pre-adoption process.

Evidence to retain
- Committee establishment and roster records confirming the source was an applicable committee.
- Meeting notice, agenda, complete LCAP presented, minutes, and the authoritative committee-comment record.
- Comment log with assignment, analysis, disposition, affected LCAP location, owner, and completion date.
- Superintendent-approved written response and accessible or translated versions.
- Evidence of delivery to the committee before governing-board consideration.
- Redlined or controlled draft showing resulting changes and the final adopted LCAP.
- Separate logs for public comments, hearing testimony, and other educational-partner input.
