Notify the Parent Before Initial ELPAC Administration

In Plain Language: Tell the family before testing that the HLS triggered review, which state ELP assessment will be administered, its purpose, and how to ask questions or request communication access.

Why this matters

A family should not first learn about English proficiency testing from a child or a result notice. Advance communication also gives staff a chance to correct identity, language, prior-school, disability, or IEP information.

Primary ownership

Primary owner: EL/ELPAC coordinator. Handoff partners: enrollment, examiner, IEP team for alternate assignment, translator/interpreter, and family liaison.

Operational workflow

  1. 1. Confirm assessment eligibility and general-versus-alternate assignment.
  2. 2. Prepare the notice with pupil, assessment, purpose, expected timing, contact, and language/access supports.
  3. 3. Deliver early enough for meaningful family understanding and questions.
  4. 4. Resolve reported prior testing, HLS, identity, or IEP discrepancies before administration.
