In Plain Language: Report actual July–September expenditures and the required CSI plan approval/adoption dates in GMART, reconcile them to the approved funding plan and governing evidence, and resolve any school-closure prompt before submission.
Why this matters
GMR 2 links spending authority to local plan action. Costs incurred before an applicable approval, outside the approved strategy, for a closed school, or without support can delay payment or lead to recovery.
Primary ownership
Primary owner: CSI program lead with federal-programs fiscal lead. Partners: CSI school leaders, governing-board/charter authority, COE support, business office, procurement/payroll, plan/document custodian, and GMART contacts.
Operational workflow
- 1. Confirm FY 2025 GMR 2, performance period, reporting window, eligible schools, and GMART access.
- 2. Resolve the school-closure prompt and verify official Directory dates when applicable.
- 3. Reconcile July–September ledger/payroll/contracts to the approved funding plan, strategy, school, period, and allowability.
- 4. Verify CSI plan approval/adoption dates against signed minutes/resolutions and explain timing against expenditures.
- 5. Review, submit by October 31, and retain the GMART output/confirmation and variance resolutions.
