File Annual Form 700 Statements of Economic Interests

An implementation guide for identifying designated filers, collecting annual, assuming-office, and leaving-office Form 700 statements, and meeting the April 1 annual deadline.

  • Governance & Board Approval
  • Human Resources
Date(s)Annual statements due April 1, 2027 (covering calendar year 2026); assuming-office and leaving-office statements within 30 days of the change
Applies toBoard members and designated employees and consultants listed in the district's conflict-of-interest code; charter school officials as required

In Plain Language: People who make or influence decisions must disclose certain financial interests on Form 700. Each designated filer files an annual statement by April 1, a statement within 30 days of taking the position, and a statement within 30 days of leaving it. The district's conflict-of-interest code determines who files and with whom.

Why this matters

Late filers face fines from the FPPC, and missing statements can expose contracts and decisions to conflict-of-interest challenges.

Joint ownership

District: filing officer (often the superintendent's office or HR) tracks filers; HR flags new hires and departures. Filers: complete the forms. FPPC/county: may receive certain statements.

From the designated-position list to complete Form 700 filings: the SDLA ITO workflow

This workflow makes sure every designated filer files on time. This SDLA ITO (Input, Transformation, Output) graphic shows how the inputs become the outputs in 9 steps.

SDLA ITO: 9 steps. Input: conflict-of-interest code; hR roster; fPPC forms and e-filing. Transformation: build the filer list; notify filers; track and follow up. Output: filed statements; non-filer log; public-records ready.
Read down each column, then move to the next: Input identifies what to collect; Transformation covers build the filer list; notify filers; track and follow up; Output delivers filed statements; non-filer log; public-records ready.
