Submit Federal Cash Management Data — Period 2
A quarterly program-by-program cash-balance control that aligns federal advances with immediate cash needs and determines the timing—not the entitlement—of upcoming CDE apportionments.
In Plain Language: During October 10–31, 2026, report each applicable federal program cash balance regardless of the fiscal year from which the funds originated. Reconcile cash received, allowable expenditures, corrections, receivables/payables, and interest before certification.
Why this matters
An incorrect cash balance can accelerate or delay federal cash and create excess-cash or interest exposure. CMDC affects quarterly payment timing, not the underlying entitlement amount.
Primary ownership
Primary owner: federal cash-management/fiscal lead. Partners: categorical program accountants, program leads, county treasury, accounts receivable/payable, grants ledger, CARS coordinator, charter/COE contacts, and authorized reporter.
Operational workflow
- 1. Download the current program list and confirm entity access/PIN and reporting responsibility.
- 2. Reconcile each program’s opening cash, CDE receipts, allowable disbursements, refunds/adjustments, transfers, and closing cash to the ledger/bank or county treasury.
- 3. Investigate negative, unchanged, unusually high, or cross-period balances and confirm old-year cash is included.
- 4. Calculate/report applicable federal interest and obtain independent program/fiscal review.
- 5. Submit by the period deadline and retain the final program-level report and payment-impact reconciliation.
