Report Federal Cash Balances During the July CMDC Window
A program-by-program cash reconciliation that controls the timing of federal apportionments and prevents excess cash on hand.
In Plain Language: Reconcile actual cash received, expenditures, adjustments, and interest for each covered program, report the required balance in CMDC by July 31, and retain the calculation.
Why this matters
CMDC is cash-basis grant management, not budget reporting. Incorrect balances can delay apportionment, create excess-cash concerns, or hide ledger and bank-reconciliation problems.
Primary ownership
Primary owner: federal-programs fiscal/accounting lead. Partners: cash/treasury, program accountants, grants administrators, indirect-cost staff, CARS user, and authorized submitter.
Operational workflow
- 1. Confirm covered programs, grant years, prior reports, access, and July window.
- 2. Reconcile CDE cash receipts to bank/treasury and general ledger by program/resource.
- 3. Calculate cash-basis expenditures, adjustments, interest, and resulting balance under current instructions.
- 4. Perform independent program/fiscal review and explain unusual balances.
- 5. Submit by July 31 and retain confirmation and calculation.
