In Plain Language: Provide a complete written response to every county clarification item within 15 calendar days after receiving the request.

A fragmented or unsupported response can turn a correctable question into a formal recommendation and compress the remaining public-review timeline.

Primary owner: superintendent/LCAP lead. Partners: business services, named action owners, board counsel, records staff, and county liaison.
Operational workflow
- 1. Record the receipt date and calculate the calendar-day deadline.
- 2. Assign program and fiscal owners to every clarification item.
- 3. Draft direct answers with citations, calculations, and supporting files.
- 4. Conduct one cross-functional consistency and authority review.
- 5. Transmit the complete response and retain proof of receipt.
