In Plain Language: The page should let a pupil, parent, employee, or member of the public understand Title IX rights, identify the coordinator, report discrimination, see how the school responds, find grievance procedures, understand filing time information, and reach OCR.

Why this matters

A page can look complete while linking to superseded regulations, naming a former employee, omitting a phone number, or hiding the actual reporting route. Current content is part of the response system.

Joint ownership

Content owner: Title IX coordinator. Publishers: communications/web. Reviewers: student services, HR, UCP, accessibility, language access, records, and legal/policy.

Operational workflow

  1. 1. Crosswalk Education Code section 221.61 and 34 CFR section 106.8 to each page element.
  2. 2. Publish coordinator name/title, phone, email, office address, nondiscrimination statement, pupil rights, school duties, and accessible reporting instructions.
  3. 3. Explain local response/grievance routes, applicable filing-time information, further pursuit options, and link directly to OCR's complaint form and contact information.
  4. 4. Review every linked policy and form for the operative 2020 federal rule and current California law.
  5. 5. Test without login on mobile and assistive technology; record dated quarterly contact/link checks.

If the requirement is missed

Correct stale content immediately, preserve any report that reached the wrong office, contact affected people when appropriate, and provide the process/support that should have been available. OCR or state review may require broader corrective action and monitoring.
