CARS Spring Amendment/Review Window for the 2026–27 Application for Funding

The post-certification period for reviewing the LEA’s funding-participation decisions, resolving CDE questions, making authorized corrections, and closing the Application for Funding record.

In Plain Language: After the initial Application for Funding is certified, keep the submitted participation decisions under review. Use the designated amendment window to address CDE questions, correct supported errors, and make authorized changes before the December 15 final close. This is a controlled revision period—not a second initial application.

Why this matters

The initial certification establishes the LEA’s funding choices, but subsequent review may reveal incorrect participation selections, incomplete related certifications, changed circumstances, or inconsistencies with eligibility and program plans. Uncontrolled edits can create new conflicts; missed corrections can carry the wrong decision into allocations, budgets, services, and later reporting.

Primary ownership

Primary owner: CARS user administrator or federal-programs lead, with final certification by the LEA authorized representative. Partners: superintendent’s office, business services, affected program leads, LCAP/federal-addendum owner, private-school and consortium contacts, CDE program reviewers, and records staff.

Operational workflow

  1. 1. Preserve the initially certified Application for Funding and establish an amendment log beginning July 1.
  2. 2. Monitor CARS messages and CDE review questions; periodically reconcile the certified selections with eligibility, allocations, program decisions, plans, budgets, and related certifications.
  3. 3. Route every proposed change to the responsible program and fiscal owners; document the reason, evidence, downstream effect, and approving authority.
  4. 4. Enter only approved corrections, resolve validation issues, recertify as required, and compare the revised report with the prior certified version.
  5. 5. Before December 15, complete a final cross-office review, certify the closing state, retain confirmation, and hand final selections to downstream budgeting and reporting owners.

  • What changed from the initially certified participation decision?
  • Was the change requested by CDE, discovered locally, or caused by new information?
  • Which program, allocation, plan, budget, assurance, consultation, or consortium decision is affected?
  • Who reviewed and authorized the amendment?
  • Does CARS require recertification by the authorized representative?
  • Were downstream program and fiscal owners notified of the final decision?

Evidence to retain

  • Initially certified Application for Funding and confirmation
  • CDE review messages or locally identified exception records
  • Amendment log showing the prior value, revised value, reason, and date
  • Program, fiscal, and authorized-representative approvals
  • Supporting eligibility, allocation, plan, budget, consultation, or consortium documentation
  • Revised and recertified CARS report
  • Final December close confirmation and downstream handoff
