Provide Parent Access to Pupil Records Within Five Business Days
A records-access guide for locating every official record, verifying the requester, enabling inspection or copies, arranging interpretation, protecting third-party information, and documenting timely completion.
In Plain Language: Parents of current or former pupils have an absolute right to access all pupil records about their children maintained by the district. District procedures must provide copies or inspection/review during regular school hours within five business days, identify where official records are kept, and make qualified certificated personnel available to interpret records when requested.
Why this matters
The student information system is rarely the complete record. Records may also reside in cumulative folders, email or workflow systems, health, counseling, discipline, assessment, special education, program, and vendor systems. Editing or withholding records is prohibited except as authorized by law.
Joint ownership
Coordinator: records custodian/registrar. Identity/rights check: trained records staff. Search partners: school, district, special education, health, counseling, discipline, technology, and vendor record owners.
Operational workflow
- 1. Log the request date, scope, pupil, requester identity, educational rights, preferred access method, and five-business-day deadline.
- 2. Search all locations holding official responsive records and identify any lawful redaction or third-party privacy issue.
- 3. Provide inspection or copies; notify the parent where official records are located and offer qualified certificated interpretation if requested.
- 4. Explain applicable challenge/hearing rights and separately manage any request to amend the record.
- 5. Close with an index of records supplied, delivery/access evidence, fees if lawfully assessed, and unresolved follow-up.
