In Plain Language: Each district must publish accessible, password-free interdistrict-transfer procedures and timelines and link to the governing-board policy. The page must tell families when requests open, why requests may be approved or denied, what evidence is required, how local appeals work, what happens if parent timelines are missed, when decisions are due, and when an existing permit may be revoked or rescinded.

Why this matters

A correct internal policy does not help a family if the public page is missing, stale, behind a login, or contradicted by the application form. The website is a compliance control and the operational front door for both residence and proposed-enrollment decisions.

Operational workflow

  1. 1. Inventory current policy, regulation, application, evidence rules, opening date, local appeal, decision method, and revocation/rescission conditions.
  2. 2. Publish every section 46600.2(a) element on a stable password-free page with a direct policy link and accessible application.
  3. 3. State the 30-calendar-day current-year and future-year decision timelines and the 30-calendar-day county appeal right after final denial.
  4. 4. Test accessibility, mobile use, translations, downloads, email/office contacts, and page searchability.
  5. 5. Review before the cycle opens and after every policy or operational change; retain dated page evidence.
