Immediately Enroll a Homeless Child or Youth, Including During an Enrollment Dispute
A barrier-removal guide for enrolling and fully participating now while the liaison resolves records, residency, guardianship, immunization, placement, and dispute issues.
In Plain Language: Immediate enrollment means attending classes and participating fully without waiting for records normally required for enrollment. If eligibility, school selection, or enrollment is disputed, enroll the child or youth in the school sought pending final resolution and refer the matter to the LEA homeless liaison.
Why this matters
Families and unaccompanied youth may lack stable addresses, guardianship papers, immunization records, prior transcripts, or transportation. Turning those missing items into prerequisites compounds instability and violates the core school-access protection.
Joint ownership
Front door: school/central enrollment staff. Rights owner: LEA homeless liaison. Continuity partners: prior school, registrar, health, transportation, nutrition, special education, counseling, and unaccompanied-youth supports.
Operational workflow
- 1. Recognize a possible homeless situation and connect the family or unaccompanied youth with the liaison without stigmatizing or delaying enrollment.
- 2. Identify the school sought and address school-of-origin and best-interest considerations.
- 3. Enroll and schedule the pupil immediately; provide full access to meals, instruction, services, and activities.
- 4. Liaison staff obtain missing records and coordinate transportation, health, disability, and other supports.
- 5. If disputed, preserve enrollment, provide written explanation and appeal rights, and resolve the matter expeditiously.
