Include All Statutory and Locally Available Attendance Options in the Annual Parent Notice

In Plain Language: The attendance-options component is not a generic school-choice paragraph. It must describe existing statutory attendance options and every local option actually available, including residency routes, programs within local attendance areas, and applicable intradistrict and interdistrict choices. It must also tell families how to apply, provide the district application form for a change of attendance, and explain available appeals.

Why this matters

Administrators often preserve last year’s boilerplate while policies, schools, grade spans, programs, forms, deadlines, or appeal routes change. A legally recognizable option is not meaningfully available if a family cannot identify it, apply for it, or understand a denial.

Joint ownership

Owner: student services or enrollment office. Partners: legal/policy, program leads, special populations, communications, translation/accessibility, schools, and governing-board clerk.

Operational workflow

  1. 1. Inventory the current governing-board policies, attendance boundaries, residence exceptions, intradistrict and interdistrict processes, and locally offered programs.
  2. 2. For each option, state who may apply, required evidence, opening date, deadline, selection rules, capacity limits, decision maker, and appeal route.
  3. 3. Reconcile the notice with the district website, application form, board policy, school instructions, and staff scripts.
  4. 4. Translate and distribute the complete notice at the start of term; retain delivery and acknowledgment evidence.

  • Current board policies, procedures, forms, timelines, and appeal instructions
  • Crosswalk between the annual notice and public website
  • Translations, accessible version, distribution list, and delivery evidence
