Submit the Annual Neglected or Delinquent Institutions Survey

The annual caseload collection that determines Title I, Part D, Subpart 2 eligibility and funding from qualified locally operated institutions and programs.

  • Title I Part D
  • Neglected or Delinquent
  • Annual Survey
Date(s)November 1–30, 2026
Applies toLEAs with potentially qualifying locally operated correctional facilities, neglected institutions, or community day programs serving delinquent children and youth

In Plain Language: Identify every potentially eligible institution, verify program type and operating status, collect the required caseload data under the current federal/CDE definition, eliminate duplication, obtain institution certification, and submit the annual survey during November.

Why this matters

The survey is not a general count of all high-risk pupils. Missing an eligible institution can reduce future Title I‑D funding; including an ineligible program, wrong period, or duplicate pupil can distort the federal allocation.

Primary ownership

Primary owner: Title I, Part D coordinator. Partners: institution/facility administrators, alternative/community day schools, enrollment/data staff, fiscal, county probation or justice partners, records/privacy staff, CARS/federal programs, and superintendent/designee.

From an institution inventory to a submitted N&D survey: the SDLA ITO workflow

The caseload data decide Title I, Part D, Subpart 2 eligibility and funding, so counts come from certified institution rosters. This SDLA ITO (Input, Transformation, Output) graphic shows how the current instructions, potentially qualifying institutions, and their rosters and counts become the institution inventory and rosters, the LEA reconciliation, and the submitted survey.

SDLA ITO: eleven steps from the current instructions, potentially qualifying institutions, and their rosters and counts, through the eligibility check, collecting certified rosters, deduplication, and review, to the institution inventory and rosters, the LEA reconciliation, and the submitted survey.
Read down each column, then move to the next: Input identifies what to collect; Transformation covers the eligibility check, collecting certified rosters, deduplication, and review; Output covers the institution inventory and rosters, the LEA reconciliation, and the submitted survey. Submit between November 1 and November 30, 2026.

Operational workflow

  1. Obtain current instructions and inventory all potentially qualifying institutions/programs and contacts.
  2. Confirm eligibility/category and define the required count period and pupil inclusion rules with each institution.
  3. Collect institution-certified source rosters/counts and reconcile them to local enrollment/program records.
  4. Remove duplicates, resolve transfers/overlaps, and independently review the LEA total and nonparticipating institutions.
  5. Submit November 1–30 and retain the survey, certifications, source crosswalk, and confirmation.
