Issue the Annual English Learner Program Parent Notification
A beginning-of-year federal notice covering continued EL identification, progress, instructional program, exit criteria, expected outcomes, and parental program choices.
In Plain Language: Use current student data to tell the family why the pupil remains identified as an English learner, current proficiency/progress, program method, expected outcomes, exit criteria, and parental program rights.
Why this matters
The annual notice is a program accountability conversation, not a recycled score letter. Families need current information to understand services and progress.
Primary ownership
Primary owner: EL program/federal programs administrator. Handoff partners: assessment, CALPADS/SIS, teachers, special education, communications, translator/interpreter, and school administrator.
Operational workflow
- 1. Freeze a current EL roster and validate ELAS, results, program, progress, and expected graduation/exit information.
- 2. Generate individualized notices using current CDE content and local program choices.
- 3. Translate and deliver no later than day 30 after the school year begins.
- 4. Track returned questions or program choices and implement valid changes without altering assessment obligations.
- 5. Reconcile delivery and unresolved records at pupil level.
