In Plain Language: Route every inquiry to an accountable data owner, reproduce the submitted count from preserved source data, determine whether the value or explanation must change, obtain approval, and respond through the instructed channel by the notice deadline.

Why this matters

Certification does not end data responsibility. Unresolved inconsistencies can weaken public civil-rights information, produce repeat inquiries, and expose gaps in local definitions, disaggregation, or source-system controls.

Primary owner: CRDC coordinator. Partners: civil rights/equity lead, SIS/data governance, special education, discipline, HR, course scheduling, athletics, school climate, facilities, legal counsel, superintendent/designee, and school-level source owners.

Operational workflow

  1. 1. Log each federal notice, item, school/LEA scope, due date, assigned owner, and required response channel.
  2. 2. Retrieve the certified submission, Submission Review Report, reason codes/comments, and frozen source extracts.
  3. 3. Recalculate the value under the exact module definition; investigate denominator, subgroup, school mapping, date-range, and suppression/zero issues.
  4. 4. Document retain-versus-correct decision, obtain program/civil-rights approval, and request reopening or follow the post-collection correction procedure when instructed.
  5. 5. Submit the response, verify acceptance, and update the cross-system corrective-action log.
