October 2026: California school districts have several broadband funding deadlines approaching, along with an opportunity to improve the data used in next year’s E-Rate applications. The October K12 Broadband News Flash, produced jointly by the California Department of Education (CDE) and the K-12 High Speed Network (K12HSN), highlights the following priorities.
Protect reimbursements and complete required filings
For most FY 2025 E-Rate funding requests, districts must submit reimbursement requests by October 28, 2026. Applicants needing more time may request a one-time, 120-day extension to February 25, 2027; the extension request must also be filed by October 28. Confirm the deadline for each Funding Request Number (FRN) in the E-Rate Productivity Center (EPC) or the USAC FRN Invoice Deadline Tool.
The newsletter also identifies October 29, 2026, as the FCC Form 486 deadline for FY 2026 requests whose Funding Commitment Decision Letter was dated on or before July 1, 2026, and whose service start date is July 1, 2026. Review the filing status and required certifications in EPC. Late filing may delay invoicing and could result in lost funding.
Summer deferral ended September 11. Districts should check EPC for outstanding Program Integrity Assurance (PIA) inquiries and respond by the assigned deadlines to avoid potential funding reductions or denials.
Make school data consistency a funding priority
The FY 2027 EPC Administrative Window opens October 21, 2026. Applicants can update enrollment, National School Lunch Program (NSLP) and Community Eligibility Provision information, school relationships, and other profile details before profiles are locked ahead of the Form 471 filing window.
CDE and K12HSN advise using the official school names and addresses reported to California for enrollment and NSLP data. Consistency across district records, state reporting, and EPC can reduce entity validation questions during USAC review.
School Data Leadership takeaway: Coordinate the E-Rate, technology, business, enrollment, and nutrition teams to reconcile these records. A shared checklist of school identifiers, names, addresses, counts, and funding deadlines can help teams resolve discrepancies before filing.
Watch federal and California policy updates
According to the newsletter, initial comments on FCC proposed rulemaking FCC 26-41 concerning E-Rate’s future are due October 13, 2026, with reply comments due November 12, 2026. CDE submitted comments September 28. District leaders can review the CDE filing and use the FCC Electronic Comment Filing System to participate.
The newsletter reports that Assembly Bill 2790 was signed September 27, 2026, clarifying California Teleconnect Fund (CTF) eligibility for preschools, transitional kindergarten programs, public libraries, and certain noninstructional facilities, including administrative offices and data centers.
CTF participants should check their eligibility expiration date on the CTF Participant List. Recertification may begin no earlier than 120 days before expiration and must be completed through the California Public Utilities Commission’s Electronic Claim and Application Portal. CDE is requesting reports from districts that have completed recertification on how many sites were denied as noninstructional facilities; responses may be sent to .
AT&T customers: check the notification clock
Applicants seeking E-Rate discounts on AT&T bills must complete the online “Grid” within 90 days of AT&T’s notification, according to the newsletter. If a district has received its FY 2026 commitment letter but no AT&T notification, contact to request access and confirm the deadline. Missing the deadline may require direct USAC reimbursement and may also jeopardize additional CTF discounts.
