Error Description
If SPED record exists in ODS for the same SSID, Reporting LEA, and SELPA Code, then Special Education Initial Entry Start Date must be equal to the Special Education Initial Entry Start Date in the record in the ODS.
KNOWN BUG# 5166 - The SPED0406 fatal validation rule is incorrectly triggered for a record update when the Initial Entry Date does not match the existing record.
Suggested Resolution
Understanding the Error: The system is validating that if a SPED record exists with the same SSID, Reporting LEA, and SELPA Code, then the Special Education Initial Entry Start Date must match between the records.
