A student has no Ethnicity/Race data.
KNOWN BUG #5187 - a few students are getting a fatal CERT004 error when race/ethnicity are correctly populated.

If Student Hispanic Ethnicity Indicator is populated, then Student Ethnicity Missing Indicator must be equal to N or blank; ELSE, Student Ethnicity Missing Indicator must equal Y AND Student Hispanic Ethnicity Indicator must be NULL
