Disability 2 must be null if Disability 1 is null

Error Description

If Disability 1 is null then Disability 2 must also be null.

Suggested Resolution

Disability 2 Code should only be populated if Disability 1 Code is populated. Ensure Disability 1 Code is not null or remove the data from Disability 2 Code.
