Operational ELPAC Summative Assessment Administration and Scoring Trainings Begin Next Month!

The ELPAC Summative Assessment (SA) Administration and Scoring Trainings will begin on October 24 and continue through December 13. LEA ELPAC Coordinators are responsible for registering participants from their LEA. Coordinators will receive an e-mail the first week of October confirming LEA participants' registration. That e-mail will include a registration code that the Coordinator can use to log on to the registration system at any time this fall and change participants' names as well as add names to the waiting list. Specific registration information is located on the ELPAC Web site, under the "Training" tab. ELPAC Test Materials

The CDE is pleased to announce that for grades three through twelve, students will be allowed to write, annotate, and take notes during the test administration, which mirrors good instructional practices. Therefore, LEAs are required to order one ELPAC Test Book for each student in grades three through twelve.

The Moodle Training Site for the ELPAC SA––Coming soon!

The Moodle Training Site (Moodle) for the SA opens on Friday, October 27. LEA ELPAC Coordinators will receive an e-mail in early October regarding Moodle training resources (e.g., training binders, presentations, and videos) for trainers and Speaking quizzes for Test Examiners. Toward the end of October, LEA ELPAC Coordinators will receive an additional e-mail with instructions on how to access their LEA's unique enrollment keys. These keys will allow each LEA ELPAC Coordinator to log into the training courses in Moodle and set up user groups. The LEA ELPAC Coordinator is the only person with access to their LEA's Moodle keys and is, therefore, responsible for distributing the keys to the appropriate staff.

ELPAC Initial Assessment Training Dates to be Posted in October

The dates and locations of the spring 2018 Initial Assessment (IA) trainings will be posted on the ELPAC Web site in October to allow LEAs time to plan accordingly. Seat allocations will be e-mailed to LEA ELPAC Coordinators in December. This training will be a training-of-trainers model and will focus primarily on the local scoring of the IA Writing. It will run from 8 a.m. to 4 p.m. for LEAs serving kindergarten through grade twelve; for LEAs serving only grades six through twelve, it will run from 8:00 a.m. to 1:30 p.m. Note that all LEA staff who intend to provide a regional training must attend the 2018 training before conducting training of their own. Registration will open on Thursday, February 1, 2018.

Preparing to Administer the ELPAC––Technology Component

In preparing to administer the ELPAC this spring, note that there now will be streamed audio for the Listening domain as well as one task type in the Speaking domain. Test Examiners will need speakers or Test Examiners and students will need headphones with a splitter.

State Board of Education Approval

The State Board of Education approved the ELPAC general performance level descriptors and test blueprints in September. Keep an eye out in October as both of these documents will be posted on the CDE Web site.

Questions of the Month

If the CELDT IA is administered to a student during the ELPAC SA window in spring 2018 and the student is determined to be an English learner, should the ELPAC SA be administered?

Yes, the ELPAC SA must be administered even if the CELDT IA was administered within the ELPAC testing window. For example, if a student is administered the CELDT IA in March and is determined to be an EL, the ELPAC SA must be administered before the end of the ELPAC testing window (May 31).

When is the final day to administer the CELDT RETEST?

If your LEA is working with the testing contractor, Educational Data Systems, to score your CELDT RETEST Answer Books, please complete testing by November 30 to provide ample time for your LEA to receive the results for reclassification purposes.

If your LEA is locally scoring the CELDT RETEST Answer Books, please complete the administration and scoring of the CELDT RETEST by January 31, before the opening of the ELPAC SA administration window on February 1.
